La Mesa/Nisqualli Interchange
SANBAG authorized Regional Improvement Program funds for the design phase of a new interchange with Interstate 15 at La Mesa Road/Nisqualli Road, located 1.2 miles north of Bear Valley Road and 1.7 miles south of Palmdale Road in Victorville. The new interchange will provide a much-needed alternative to Bear Valley Road, which currently is the primary exit to the regional mall in the High Desert and a major street that serves Hesperia, Victorville and portions of Apple Valley.
The project is funded jointly by SANBAG and the City of Victorville, with the city serving as the lead agency. Once completed, La Mesa Road will serve travelers to the west of I-15, and Nisqualli Road will carry travelers to the east.
Preparation of the Project Report and Environmental Document began in August 2002, funded by the City of Victorville with Measure I dollars. The Project Report and Environmental Document are scheduled to be completed in December 2005.
SANBAG has secured $2.19 million in Regional Improvement Program funds for the project design, which is expected to take two to three years after the Project Report and Environmental Document are completed. No right-of-way or construction funding has been identified for the new interchange. Funding likely will be provided through the extension of Measure I beyond its 2010 expiration date.

Existing Infrastructure
La Mesa Road and Nisqualli Road are east/west streets in the City of Victorville that end at I-15. La Mesa Road ends at a T-intersection with Amargosa Road to the west of I-15 and Nisqualli Road ends at a T-intersection with Mariposa Road to the east of I-15. There is currently no over/under-crossing or interchange with I-15.
Project Information
This project will construct a new interchange on I-15 providing freeway access and connectivity to La Mesa Road and Nisqualli Road. The cost of the project is estimated at $32 million.
Project Need
When I-15 was constructed in the 1960s, Victorville was a rural community. Now an urbanized area of over 200,000, the Victor Valley requires additional access to I-15. Additionally, there is limited ability for east-west travel within the city which is bisected by the freeway. Finally, the new interchange will provide a much-needed alternative to Bear Valley Road, which is a major street serving the Cities of Hesperia, Victorville, and the Town of Apple Valley.
Project Schedule
The Project Study Report (PSR) was completed in September 2001. The Project Approval and Environmental Document (PA&ED) Phase began in August 2002 with an estimated completion date of August 2005.
