This work occurred mainly in Rialto, plus a small section of Fontana. Milestones included:

- Extension of Casmalia Street and Easton Street to improve east-west travel through the area.
- Widening and the installation of new traffic signals along Baseline, Ayala Drive and Riverside Avenue to prepare for the detour of vehicles from Highland Avenue during the second stage of construction.
- Paving of freeway lanes between Sierra Avenue and Linden Avenue.
