Ontario International Airport Ground Access Plan

Big blue truck.The Southern California Association of Governments 2001 Regional Transportation Plan forecasts significant increases in both passenger and cargo traffic for Ontario International Airport by the year 2025. Passenger counts are expected to reach 30 million annually, and cargo counts are anticipated to reach 2.25 million tons. As SCAG embarks on the 2004 Regional Transportation Plan update and the fate of the proposed airport at El Toro in Orange County remains uncertain, the projected passenger and cargo demand at Ontario Airport ultimately may be greater.

Accommodating greater traffic flows while maintaining efficiency on nearby local streets will require a significant investment of public resources. SANBAG and its project partners are working to identify ground access improvements and institutional arrangements to help achieve this objective with the best use of public funds. The Ground Access Plan will develop a complete strategy and prioritization of ground access improvements, and coordinate the actions of county and city governments; state, regional, and local transportation authorities; and airport and rail operations within the study area. Desired outcomes of this effort include:

  • A detailed description of existing and future traffic and transportation problems and issues affecting mobility to and from Ontario Airport or transportation needs in the vicinity of the airport.
  • A comprehensive strategy for addressing the identified problems and issues
  • A prioritized set of ground access improvements and a plan for implementation and potential funding sources for those improvements.
  • A Ground Access Plan Report that can be used by participating agencies as a basis for funding, programming, and implementing proposed improvements.

The study is being initiated in the summer of 2003 and is scheduled for completion in late 2004.
