Congestion Management Program

Traffic on the I-10 East The CMP defines a network of state highways and arterials, level of service standards and related procedures, and provides technical justification for the approach. The decisions reflected in this document are subject to ongoing review. Numerous opportunities for review have and will continue to be provided through meetings of the Comprehensive Transportation Plan Technical Advisory Committee, its subcommittees, the Plans and Programs Policy Committee, and the SANBAG Board of Directors.

The 2005 update of the CMP has been approved by the SANBAG Board.  The updated chapters are expected to be posted by mid-November, 2005.  Chapters 1 through 8 and Appendices A through I are for the 2003 CMP.  A “track changes” copy of the 2005 update of Appendix C, Guidelines for CMP Traffic Impact Analysis Reports, is listed separately below, so that the changes from the 2003 version can be easily identified for purposes of traffic studies.   Any TIA reports for which traffic modeling outputs have already been received from SCAG as of November 2, 2005 may use the guidelines in the 2003 version of Appendix C.  Additional modifications or refinements to any of this material can occur as needed through the technical and policy channels described above.
