Congestion Management Program
The Congestion Management Program (CMP) defines a network of state highways and arterials, level of service standards and related procedures, a process for mitigation of the impacts of new development on the transportation system, and technical justification for the approach. The policies and technical information contained in this document are subject to ongoing review, with updates required each two years, at a minimum. Opportunities for review are provided through meetings of the SANBAG Transportation Technical Advisory, CommitteePlans and Programs Policy Committee, and SANBAG Board of Directors.
A major update to the CMP is anticipated in Spring 2012. Updates to the Development Mitigation Nexus Study (Appendix K to the CMP) and the Development Mitigation Implementation Language (Appendix J to the CMP) were approved by the SANBAG Board on November 2, 2011, and the updates are provided below. The Board also approved the 2009 version of the CMP to serve as the current version of the CMP until the major 2012 update is adopted. The components of the Development Mitigation Program are available for download by selecting the links below.
Modifications or refinements to any of this material can occur as needed through the technical and policy channels described above.
