Tippecanoe/Anderson Avenue Interchange
SANBAG
is in the early stages of preliminary engineering for the improvement
of Tippecanoe Avenue interchange at Interstate 10 in San Bernardino
and Loma Linda. A project study report was completed to make this project
eligible for funding in the State Transportation Improvement Program.
The purpose of the current design study is not merely to
provide improved operations and congestion relief at the interchange itself,
but to improve local circulation with emphasis on enhanced access to Loma
Linda University Medical Center, Loma Linda University, and the Jerry
Pettis Veterans Administration Hospital.
Several design alternatives are currently under consideration.
Construction alternatives include:

The addition of a new westbound loop on-ramp and a new
westbound off-ramp, which tie directly into Laurelwood on the north
side of Interstate 10. This alternative also would feature new eastbound
hook-style on-ramps and off-ramps to a realigned Redlands Boulevard
west of Anderson Avenue and a new north-south street running parallel
to Anderson Avenue between Redlands Boulevard and Barton Road.

The addition of a new westbound loop on-ramp and a new
westbound off-ramp, that tie directly into Laurelwood on the north
side of Interstate 10, the same as the previous alternative. Further,
this alternative would reconfigure the eastbound off-ramp at Tippecanoe
Avenue to provide access to the new north-south street parallel to
Anderson Avenue. A braided eastbound on-ramp from Waterman Avenue
is also proposed.

The addition of an "offset diamond" interchange
with all four ramps converging to one point north of Interstate 10.
This alternative involves realignment of the freeway, a new bridge
at Tippecanoe Avenue and additional bridges for ramps to cross under
the freeway.
Continued development of this project will be based on the
assumption that other local street improvementsincluding those that
are yet to be fundedwill be made. In March 2002, the SANBAG Board
directed staff to work with the City of San Bernardino, City of Loma Linda
and the County of San Bernardino to begin local planning and funding efforts
for these street improvements.
SANBAG has contracted for an East Valley Traffic and Truck
Study to determine traffic forecasts for the Tippecanoe/Anderson interchange
and the impact that several east valley developments, such as the San Bernardino International Airport, will have on transportation during the
next 20 years.
Study results show that several unfunded street improvements
are pivotal to the successful reuse on the Inland Valley Development Agency
area. These improvements are expected to make a dramatic impact on land
use and transportation in the area and should be included in future design
decisions, the study concluded. These unfunded improvements are as follows:

Completing the Mt. View Avenue connection from Interstate
10 to an easterly extension of Central Avenue via a bridge across
the Santa Ana River

Reconstructing the Mt. View interchange with I-10 to
address increased traffic

Extending Lena Road south from Mill Street to San Bernardino
Avenue

Widening State Street from two lanes to four lanes between
Highland Avenue and Cajon Boulevard
SANBAG is continuing to secure funding for the Tippecanoe/Anderson
project. To date, $11.2 million has been secured for this project. Costs
are estimated to be $35 million for the interchange and $25 million for
related street improvements.
