Mountain/Desert Projects
By approving Measure I, San Bernardino County voters guaranteed that all of the funds collected would be expended in San Bernardino County for certain types of transportation projects.
The mountain/desert region is the Victor Valley, North Desert, Colorado River, Morongo Basin, and Mountain subareas. Revenue generated within the subareas is returned to each city, where local representatives make decisions related to revenue spending. Revenues are accounted for separately for each city and allocated based upon a formula of population (50%) and sales tax generation (50%).
Measure I funds within the mountain/desert region are spent for:

Major streets and regional needs which include state highways (65%)

Local needs (30%)

Elderly and handicapped transportation services and fare reductions (5%)
Subarea representatives must agree on a regional road network upon which funds slated for improvements may be used by each jurisdiction as deemed appropriate. Each local jurisdiction controls funds for local improvements, as well as the local share of transit funds. Each jurisdiction adopts a Five-Year Capital Improvement Program and a Twenty-Year Transportation Plan, which is consistent with other local and regional plans.

Major Streets and Regional Needs
Measure I provides funding to jurisdictions for improvements to major streets and state highways that are part of a regional road network identified by subarea representatives. This accounts for 65 percent of the revenue the jurisdiction receives. If the full 65 percent is not needed for regional projects, the balance may be added to the local portion. -
Local Needs
Measure I revenues are distributed to each jurisdiction for local improvements. At least 30 percent of the revenues go to residential and collector streets. -
Elderly and Disabled
Measure I funds are spent annually for a program to reduce fares and enhance services for elderly and disabled transit users in the mountain and desert areas of San Bernardino County.
